Release to District 1 Supervision
St. Joseph Community Supervision Center / Probation & Parole District 1 is operated by the Missouri Department of Corrections Division of Probation and Parole. It manages community supervision. It does not hold Atchison County jail detainees, and it should not be described as the place that releases a person through a jail exit.
A person may enter District 1 after leaving a Missouri prison on parole or conditional release. A court can also place a person on probation without a prison release. In each situation, the person can live in the community while remaining an active MODOC offender. That is why a released person may continue to appear in the active state search even after an institution is no longer listed as the assigned place.
The District 1 office address identifies a supervision agency, not the supervised person’s home address or proof of residence at the center.
How to Confirm District 1 Supervision
Begin with the MODOC active Offender Search. The official portal includes people in state institutions and people on active probation or parole, but it excludes discharged offenders. A field assignment can confirm community supervision. It does not establish that the person has completed the sentence or that District 1 is the current office without further matching.
- Search the full first and last name and consider an alias or alternate spelling.
- Complete the CAPTCHA manually, then note the date and time shown for the state data.
- Compare the DOC number, middle name, date of birth, conviction county, and case information.
- Read the status and assigned place. A field, parole, or probation entry points to community supervision rather than institutional custody.
- Call District 1 and ask whether the case is assigned there or to another office. Provide only the identifying details needed for the inquiry.
MODOC’s public-information guidance says releasable categories can include confirmation of supervision, the supervising officer and office, supervision term, standard and special conditions, custody or bond status, a parole or conditional-release date, and the Board’s release decision. Privacy and safety restrictions still apply, so ask for the narrow status needed.

District 1 Records and Contact
The official P&P facility listing identifies the St. Joseph Community Supervision Center as the District 1 office. General office hours are published for weekdays, except state holidays. Reporting instructions remain individual, so the public address and hours should not be turned into a universal walk-in or check-in rule.

Central Probation and Parole can be reached at 573-751-8488. MODOC lists 888-869-3195 for its after-hours Command Center. That number is intended for after-hours emergencies and agency coordination, not as a substitute for routine case questions during office hours.
Start with District 1, state the person’s full name and DOC number if known, and ask which office is assigned. Do not assume Atchison County has a Rock Port reporting office or that every case follows the same schedule. Assignment, reporting method, travel approval, and other instructions come from the supervising officer.
District 1’s Atchison County Role
The MODOC District 1 profile places Atchison County in a seven-county Western Region district with Nodaway, Worth, Holt, Gentry, Andrew, and Buchanan Counties. This regional design is important. Public figures on the profile describe the entire district rather than Atchison County alone, and an assigned case can be handled through another approved location.
MODOC describes District 1 programming for interstate cases, felony and misdemeanor probation, Board cases, lifetime supervision, and specialized case needs. Those categories show the range of work handled by the regional office. They do not prove that a particular person has a special condition or falls into a specific caseload.
District 1 Release and Supervision Statuses
Probation, parole, conditional release, and final discharge must be kept distinct. The source record should identify which status applies rather than using “released” as a substitute for all four.

A person listed with District 1 may therefore have been released from a prison without being discharged from MODOC. Conversely, probation does not prove a prior release from WRDCC or any other prison. The court judgment, Board decision, and state status record explain which route applies.
Why District 1 Assignment Needs Confirmation
Atchison County’s place in District 1 establishes regional coverage, not a fixed reporting location for every person. The official address is a starting contact. A case may be directed to a satellite or another assigned office, and instructions may change with the person’s legal status and case plan.
The public should not publish or infer a reporting schedule. It should also avoid describing the St. Joseph office as a person’s residence. An office assignment corroborates state supervision, while a home address is a separate fact that the office listing does not establish. The appropriate action is to confirm the assigned office and follow the instructions issued for that case.
If the active search still shows an institution, the person remains in state custody rather than under field supervision. If it shows a field assignment, contact the named office. If the person does not appear, move to the historical data and records request route instead of treating the absence as proof of discharge.
District 1 Release and Discharge Records
The active search answers a current-status question, but it is not a certified discharge record. MODOC’s nightly historical file covers people represented as having been under state supervision and supplies sentence fields that can include minimum and maximum dates and a completed flag. Multiple sentence rows must be reconciled carefully.

A focused request can identify the person and separately ask for the supervision status and assigned office, the institutional release date and type, the parole or conditional-release order, the Board decision, the sentence calculation, and the final order or certificate of discharge. Asking for each event avoids collapsing prison release, community supervision, and discharge into one date.
Under Missouri Chapter 610, a public body must act on a request as soon as possible and no later than the end of the third business day. That is a response deadline, not always the production date. If production takes longer for reasonable cause, the custodian should explain the delay and give the earliest availability date.
District 1 Absconder Claims Require Proof
An absconder is not merely a released person who cannot be found online. It is a supervision status tied to a failure to maintain contact or comply, and MODOC makes that determination. No Atchison County-specific public probation and parole absconder list was found in the research.
Confirm a claimed status with the supervising office and appropriate warrant or court sources. The MODOC Command Center works with law enforcement on absconder matters, but a public search gap does not supply the necessary proof. A person may be discharged, assigned elsewhere, omitted because of a spelling mismatch, or affected by a data delay.
The Missouri sex-offender registry has a registrant-absconder view for the limited population subject to registration. That feature is not a general District 1 absconder list and should never be used to draw conclusions about people outside the registry’s legal coverage.
From WRDCC Release to District 1
An Atchison County commitment can move from the county jail into the state system through Western Reception, Diagnostic and Correctional Center. MODOC may then place the person at another institution. If the person later leaves prison on parole or conditional release, an active field assignment can connect the state custody record to District 1 or another supervising office.
This sequence does not mean every Atchison County commitment enters WRDCC, remains there, or reports in St. Joseph. The DOC number is the stable statewide key, and each current assignment must be checked. The WRDCC facility guide explains the reception and institutional side of that transition.
Local Facility Planning and District 1
Atchison County Commission reports from 2026 describe feasibility discussions for a possible local law-enforcement facility. The available reporting does not establish that construction, funding, an opening, a closure, or relocation has been approved. A future county change could affect where a local jail roster or release record appears.
Those discussions do not replace District 1’s regional MODOC role. County jail custody and state community supervision remain different systems. Until an official change is documented, the Atchison County Sheriff handles the local booking record, while MODOC and the assigned probation and parole office handle state supervision and final discharge information.
